Minister Buljević attends EU Defence Ministerial

The Croatian Defence Minister Josip Buljević attended the informal EU Defence Ministerial in Bratislava on 26 and 27 September 2016, which was focussed on the implementation of the European global strategy for foreign and security policy and the European Defence Action Plan, the EU-NATO co-operation and the operations and missions within the Common Security and Defence Policy, particularly Sahel and Lybia.

  The Ministerial was chaired by the High EU Representative for Foreign and Security Policy, Federica Mogherini, who in her opening address underlined the importance of the co-operation between the EU and the member nations towards full realisation of the common goals.
The first topic on the agenda entailed the progress in the implementation of the European global strategies and the mechanisms that define the related measures (including the Roadmap) and the timeline, the recently accorded Bratislava Plan, the Implementation Plan for Security and Defence and the European Defence Action Plan. Intensive consultations with the member countries towards agreed plans and implementation timelines are due by the end of 2016. 
Minister Buljević in his address reinforced the need for continuous efforts into the implementation of the EU Global Strategy and the appropriate measures and realistic timelines, particularly the Security and Defence Implementation Plan and the European Defence Action Plan. Minister also underlined the compatibility between the two documents and with NATO as the strategic partner. 
The co-operation with NATO and the Joint Declaration from Warsaw Summit was on the agenda of the second meeting, which was attended by NATO Secretary General, Jens Stoltenberg. The ministers discussed the measures and activities aimed at enhancing the co-operation in the defence against hybrid threats, terrorism, cyber defence, illegal migrations and the co-operation in the Mediterranean. Secretary General announced further steps to be taken related to the key messages from the recent Summit, to be presented in December.
Addressing the EU-NATO co-operation, Minister Buljević underlined the importance of the complementarity of the two organisations, whose synergy is necessary more than ever.

“The need for an enhanced co-operation stems from the growing security threats; it is of critical importance to develop and accord the mechanisms to respond adequately, to support stability and development“. 
The third meeting covered the missions and operations conducted within the EU Common Security and Defence Policy, primarily the SAHEL and the situation in Lybia; a major emphasis was placed on the EUNAVFOR Sophia and its extended mandate.
The EU is investing major efforts enhancing the Common Security and Defence Policy in the intent to provide effective soltions to the crisis situations in Europe and in the surrounding areas.
Ministar Buljević expressed the support to the EU efforts to enhance its security and defence component as well as its credibility as a global security subject. The Minister emphasised the importance of the EU NAVFOR Sophia related to the illegal migrations for the directly affected countries and Europe. The Minister pointed out that the success of EU NAVFOR and other operations and their long-term contribution to peace and stability depended on the solidarity and joint operation at all levels.
