Government adopts draft National Security Strategy

The Commission for the drafting of the Strategy has held six sessions and the Working Group proposed four drafts, the last of which presented on 5 June 2017. Likewise, the process included eight roundtable discussions, continuos individual consultations and of a series of useful suggestions received.
The main drafting authority – the Deputy Prime Minister and Defence Minister of the Republic of Croatia Damir Krstičević emphasised that the new Strategy and Act established the Homeland Security System as response to the modern threats, which has to be modern, cost-effective  and efficient and tailored to the tradition and needs of the Republic of Croatia. It is essential to efficiently manage the security risks and entails the prevention, co-ordination and syergy of all its components.
“The Security System which we develop and upgrade will guarantee all the citizens the ability of the Republic of Croatia to respond at any moment to any threat or risk“, said Minister  Krstičević.
The State Secretary of the Interior Robert Kopal praised the drafting of the Strategy and the Act and called on for  joint building of the security systems and exchange of information.
The Strategy is an overarching  strategic document, and will be complemented with the individual sectors strategies, action plans and SOPs, as stipulated by the Homeland Security System Act.  
The Bill on Homeland Security System stipulates systematic security management of security risks  and crises of national importance and establishes a homeland security system. Furthermore, it regulates a co-opdianted use of the available resources aimed at responding to security risks and defines the support to risk management in accidental situations and crises. 
The  Homeland Security System will comprise the main government administration bodies responsible for the interior, defence, foreign affairs, civil defence and protection, finance and justice, and others as necessary.
The National Security Council will operate as the main entity of the Homeland  Security  System, deliberating on all important matters for the national security and issue the respective guidelines, decisions and conclusions.
The Co-ordination for the Homeland Security System is a body  assigned with conformity  and co-ordination within the System, and will regularly discuss all issues related to the System, harmonise the plans and review and direct the implementation of plans and operational procedures.
In the event of a crisis situation the Coordination will advise the Government on when to declare a crisis and on the response modalities.
The Homeland Security System is a key mechanism for conformity and synergy  of response to modern-day threats and risks to the national security.
