Decree on Internal Organisation of the Ministry of Defence
The Croatian Government adopted on Thursday the Decree on Internal Organisation of the Ministry of Defence, which will come into force upon the publication in the Official Gazette. The Decree determines the internal structure, scope, number of civil servants, employees and active military personnel, as well as other issues of importance for the functioning of the Ministry of Defence.
The Decree was made in accordance with the principles of rationalization, functionality, vertical and horizontal connectivity and flexibility of internal organization, and prior to its development, jobs that are within the competence of structural units have been identified, re-examined and redefined so that responsibilities, authorities and responsibilities have been defined in a clear manner.
Former Decree on the internal organization of the Ministry of Defence was adopted in 2002, which with its amendments foreseen 1715 employees in the Ministry of Defence. According to that Decree 1280 employees of whom 255 active duty military personnel have been assigned in the Ministry of Defence.
Decree on Internal Organisation of the Ministry of Defence adopted by the Croatian Government on Thursday foresees 1115 employees, where 232 employees were assigned to regional divisions and departments for defence (the former directorate and offices of the defence), and 883 employees in the headquarters of the Ministry of Defence.
In the Ministry of Defence following organizational units have been established: Minister’s Cabinet, General Secretariat, Independent Internal Audit Division, Independent Department for Military Air Traffic, Public Relations and Publishing Independent Department, Public Procurement Independent Sector, Defence Policy Directorate, Human Resources Directorate, Material Resources Directorate, Information Systems, Finance and Budget Directorate, Defence Inspectorate and the Independent Division for support of the Military Ordinary in the Republic of Croatia.
The Independent Sector for Public Procurement was organized as an autonomous unit to be more efficient and transparent in spending of budget funds.
The Decree on Internal Organisation of the Ministry of Defence provided that the Institute for Research and Development of Defence Systems would continue to operate until its separation from the Ministry of Defence, and that part of the activities related to the real estate management would remain in operation for the Ministry until its separation.
The analysis of the previous management structure of the Ministry of Defence identified 250 managerial positions, while the number of such position was decreased to 160 with the adoption of the new Decree. The financial impact of implementing the new Decree will be saving of 134.9 million kunas or 10.4% compared to the previous Decree on Internal Organisation.
The Internal Rules of the Ministry of Defence for the implementation of this Decree shall be adopted within 30 days, after which the personnel assignment will follow. For those employees that would not be possible to assign to new positions, a program of severance pay will be developed.
