“Black Bear 10” is the name of the international military exercise to be held in the Republic of Croatia from September 13 to 22, 2010 on “Gasinci” military training ground near Djakovo and in “Dracice” Barracks in Djakovo. Approximately 350 members of military police, as part of the NATO project of Multinational Military Police Battalion (MNMPBAT), from Republic of Croatia, Czech Republic, Slovak Republic and Republic of Poland.

For the Croatian Armed Forces (CAF) and the Republic of Croatia as a whole is particularly important the fact that Croatia is host of the largest international military exercise of military police units in Europe in 2010, and which is the continuity of training events of NATO MNMPBAT since 2006 when a Cooperation agreement among NATO member countries of the MNMPBAT’s project was signed.

“BLACK BEAR 10” exercise is the first major training event of the military police since the Republic of Croatia joined NATO. Of particular importance is the CAF co-operation with all ministries and civil institutions engaged in the preparation and implementation of the exercise.

Military Police Department of the CAF General Staff is responsible for the preparation and conduct of the exercise, in cooperation with other CAF military police units and MOD and CAF departments and units, together with representatives of the armed forces of the Czech Republic, Poland and the Slovak Republic, and representatives of other ministries and state bodies and civil institutions.

CAF members along with other participants in exercises have the aim to raise the level of preparedness and cooperation in the NATO multinational environment, to be fully prepared to respond to any challenges put before them in order to preserve security in the future. Therefore, exercise should prepare participants for the implementation of complex training and support activities to be implemented at the level of military police units in the country and outside the country in cooperation with allied troops in the NATO Alliance.

“BLACK BEAR 10” International Military Exercise is also the beginning of the assessment cycle of the NATO Multinational Military Police Battalion – MNMPBAT, according to NATO CREVAL standards. The evaluation process will be held at the “Gasinci” military training ground, where the exercise will be conducted, which will include the implementation of key activities (work of staff personnel in individual segments and individual actions on the land) with the intention of determining the proper implementation of individual activities, with the aim of lifting the level of group tasks and bringing the cycle of assessment to the level of platoon, squad and final capabilities on the battalion level.

Exercises program is based on the AJP 3.2.3.3 NATO doctrine of military police forces (Allied Joint Doctrine for Military Police) and the principles of training of military police units, taking into account the principles of combat focus, standardization of training actions and procedures, impartial evaluation and assessment. The importance of joint training of military police forces in support of the fight against global terrorism and in favour of regional security will be emphasized on the exercise.

Given that the exercise is conducted on location within the Republic of Croatia, special attention will be paid to environmental protection. For this purpose, in addition to representatives of the Ministry of Defence and Croatian Armed Forces, all the relevant ministries and other government bodies and authorities have been included from the very beginning in the preparation of the exercise.

“BLACK BEAR 10” international military exercise is an example of joint NATO work and key partner countries in the region. The interoperability and regional cooperation of all participants in exercise, as on the plan of creation the joint community, the same in view of increasing regional security.

Exercises Director is the Head of Military Police Department of the CAF General Staff Colonel Tihomir Zebec and his deputy is Colonel Grzegorz Halupka from the Polish Military Police.

Exercise program is based on Allied Joint Doctrine for Military Police and the principles of training of military police units, taking into account the principles of combat focus, standardization of training actions and procedures, impartial evaluation and assessment. The importance of joint training of military police forces in support of the fight against global terrorism and in favour of regional security will be emphasized during the exercise.

The exercise is the continuation of the NATO MNMPBAT training since 2006, when the Agreement on cooperation among NATO member countries on the MNMPBAT project was signed.
