The first MoD-managed property Inventory
Pursuant to the Defence Minister’s Decision (dated 3 May 2013) on inventory of the property owned by the Republic of Croatia, a first Inventory has been completed, containing the entire stock of non-excess and excess military property owned by the Republic of Croatia and managed by the Ministry. One of the major goals of the Ministry for the year 2013 has thus been fulfilled.
The inventory of the property has integrated the data maintained by the MoD’s Property Management Sector since 1992, based on the data on the property from the former JNA, the data obtained from the property owners, the data obtained from the public registers (cadastral books and land registries), as well as on the data procured from the local and regional government bodies and the documentation prepared for the newly procured military property.
The inventory procedure yielded 976 property pieces, 226 of which have been earmarked as non-excess property managed by the Ministry of Defence and the Armed Forces of the Republic of Croatia, 392 property pieces considered excess (225 facilities, such as barracks, depots, training ranges, hotels, real estate pieces and 39 other pieces – monuments, graveyards, streets, parks, curbs, water pipelines etc) and 358 pieces conveyed to the (former) Agency for State Property Management and the present State Property Management Administration. In the period from September 1992 to December 1999 as many as 101 properties were conveyed, as opposed to 257 properties conveyed from January 2000 to this day).
The Inventory disclosed that on the day of the completion the Ministry managed a total of 3255 flats (131 of which have been sold, and a major part in the proces of buy-off ); 13 flats have been conveyed to the Ministry of Croatian Homeland War Veterans and two to the Ministry of Regional Development. Likewise, the Inventory contained 2939 garages and lots, with four 4 garages sold and five conveyed to the National Search and Rescue Directorate of the Republic of Croatia.
Furthermore, the Ministry of Defence has managed 293 business premises, 12 of which have been conveyed to the Agency for State Property Management and three to the National Search and Rescue Directorate.
With the Inventory completed, the Ministry of Defence will select the non-excess military property and continue to manage it, while the excess property not considered for use either by the Ministry of Defence or the Armed Forces is to be conveyed to the the State Property Management Administration, depending on the absorption capacities.
The respective State Property Management Administration, which is responsible for the matter, will continue to manage the property, in compliance with the Act on Government Asset Management.
