Presentation of the concept and strategic framework of Program of Croatian military – industrial cluster (HVIK)

The Presentation of the concept and strategic framework of the Program of Croatian military – industrial cluster (HVIK) was held today, April 12, in the Ministry of Defence of the Republic of Croatia. The presentation was attended by officials from the MOD and Croatian Armed Forces, led by Defence Minister Branko Vukelic and Chief of General Staff General Josip Lucic, representatives of the Zagreb Institute of Economics, thirty major companies in the area of the Croatian military industry, and media.

The presentation made by experts of the Institute of Economics and MOD Institute for Research and Development of Defence Systems, was presented by Dr. Mustafa Nusinovic. The aim of building HVIK is targeting entrepreneurs, scientific community and relevant bodies of state administration to cluster integration. Integration should lead to networking of the CAF with the Croatian economy, educational system and science, which would result in substantial benefits. MOD and Armed Forces support and initiate a project with a desire to contribute to the development of the Croatian military industry, as users of the military industry, and as a partner of other countries in the international environment.
Some of the benefits of this kind of association mentioned in the presentation were:
linking  Croatian economic and social development with the objectives of the CAF development  in the context of fulfilling international commitments-profitable distribution of military and civilian jobs on the stakeholders in the cluster
-creating conditions to Croatian entrepreneurs to offer products and services out of the CAF
– net-benefits of international business and development cooperation in various models of joint ventures, in particular direct “offset”
-increasing in gross value by re-allocating budget funds through the CAF to the Croatian economy
-internalization of costs and benefits of regulated and institutionalized “internal market”
– turning profitable small and medium enterprises in the business and development processes and increasing their competitiveness by joint performance in the domestic and foreign markets
– networking both domestic and foreign investors and suppliers with the expected positive effects on employment available and the development of new capacities
-using  CAF property portfolio as a source of self-financing development without increasing the budget expenditures

When addressing the audience, Minister Vukelic highlighted  the commitment of the Ministry of Defence and Croatian Armed Forces towards quality products of domestic military industry, which was proven by a number of projects implemented in the equipping and modernization of the Armed Forces. Program establishment and development of HVIK Vukelic assessed as “developmental and antirecession”.
After the presentation, several representatives of Croatian companies also addressed the present, having welcomed the initiative and expressed a desire to move as quickly as possible with its implementation.
