Presentation of the draft National Strategy Security
The draft National Strategy Security was presented in the Croatian Parliament on 19 April 2017.
The roundtable discussion was chaired by the Deputy Prime Minister and Defence Minister of the Republic of Croatia Damir Krstičević, who in his opening words addressed the members of the Parliament’s Domestic Policy and National Security Committee, of the Foreign Policy Committee, the Defence Committee and the delegation of the Croatian Parliament to NATO Parliamentary Assembly.
Minister Damir Krstičević reminded of the obsolence of the National Security Strategy in force, adopted in 2002, which no longer corresponds to the present moment and the circumstances, which is why the Government team in November 2016 engaged in systematic drafting of a new national security strategy document.
“The National Security Strategy is a comprehensive strategic document; the national security is a matter of national importance, requiring the harmonisation of the views, positions and the wider community. The drafting has engaged over 150 people,ranging from the representatives of government bodies, the opposition parties, the independent experts to the associations of defenders from the Homeland War and the representatives of the civil society.
“The intention is to establish partnership for security and integrate all government administration elements from the domain of security, the civil society and the associations of citizens, to respond to the security risks faced by the Republic of Croatia..The new national security strategy rests on the partnership for security and on the homeland security system, based on the respect of human rights, solidarity and tollerance.
It has to be underlined that the development of the national security strategy and system is a lasting and continuous process that will continue beyond the completion of the Strategy itself…every government upon assuming the power should update the valid document along with the President of the Republic or propose a new one, to avoid long non-existence of a valid national security document“, stated the Deputy Prime Minister and Defence Minister.
The National Security Strategy is a fundamental strategic document outlining the policies and instruments aimed at achieving the desired national interests and the safety pre-conditions for a balanced and continuous development of the the Republic of Croatia and its society.
The Republic of Croatia aims at developing a modern, comprehensive economic and efficient rational and effective system of national security, comprising businesses, research and expert institutions, the private and the public sectors, the civil society and the citizens to achieve synergy.
The presentation of the draft National Security Strategy Proposal is preceding a series of sessions of the Commission in the course of April and May, a general debate and a series of meetings with the associations of the defenders from the Homeland War, the Croatian Generals Association, the military delegations the partner nations, the academic community, the associations of citizens and other entities in the course of April and May.
Thepresentation of the final draft of the Strategy to the Commission is due in mid June 2017, and the adoption of the strategic documents by the Croatian Parliament by 15 July 2017 respectively.
