Lecture of U.S. General Mulholland to War College students

The Deputy Commander of Regional Command North in ISAF in Afghanistan, U.S. Brigadier General Sean Mulholland, held today, 11 October 2011, the lecture to students of the War College “Ban Josip Jelacic”.

The American guest was greeted in the barracks “Petar Zrinski” in Zagreb by the Commander of the Command Operational Centre Brigadier General Vlado Sindler and Commander of the War College, Brigadier General Slaven Zdilar.
Lecture was named “COIN in northern Afghanistan” where COIN (Comprehensive Counterinsurgency) is a comprehensive set of actions aimed at neutralizing the rebel actions and to create conditions for normal functioning of state institutions. A key segment of the COIN is understanding and cooperation with local residents.

During the lecture, General Mulholland described in more detail how the COIN has been conducted in the Regional Command North. He stressed that for the success of the COIN, all who participate in it, and in ISAF these are members of various national contingents, soldiers and civilians, need to be a united team. Thanks to joint efforts in the past year, the security situation in the north was better, said the general. Security is essential for the efficient operation of Provincial Reconstruction Teams (PRT). A very important role in good results of COIN have members of the Croatian Armed Forces, who have been actively participating in training and mentoring of Afghan army and police so that they could be able to take over responsibility for security in that country, and ensure the smooth functioning of government institutions.
