Environmental Protection

Unlike traditional military forces, which use large vehicles, military police forces use smaller vehicles, smaller aircraft, and work in small teams, which reduces their impact on the environment during operation. The majority of forces during the exercise will be housed in military facilities and will have negligible impact on the environment.
The exercise will be conducted far from residential areas in order to minimize any impact on the civilian population.
All participants must comply to all existing laws and regulations mentioned in the Technical agreement for the exercise and Memorandum.

SPECIAL CONDITIONS

Water supply and drainage and waste water treatment of military units that are located on land must be resolved in accordance with the terms of the relevant utility companies for water and wastewater services and Decisions on waste water.

Soldiers Camps which are placed outside the barracks area, and troops movement route and the locations where the manoeuvres will take place to locate outside the area of the zones of sanitary protection of water sources for drinking or a sensitive and very sensitive areas. If they are located in such areas it is necessary to obtain approval for the proposed site from the Ministry of Agriculture, Forestry and Water Management, and carry out all technical measures which will discharge effluent into the wild, such as:

Sanitary waste water at locations where there is no internal or public sewer system is necessary to discharge in the chemical toilets or waterproof pit assembly, that is to be discharged through an approved legal entity.

Rainfall waste water from all surfaces that may be greased (parking and handling area) should be treated with the oil and grease separator with a disposal in the collecting tank, the contents of which should be disposed of by an authorized company for hazardous waste.
Handling area must be fenced by small wall, and drainage made to the oil and grease separator.

Technological waste water from washing vehicles and equipment is necessary to discharge into a waterproof collecting tank that is necessary to empty through an authorized legal entity.
Fuel tanks must be in a waterproof concrete double sided bundwall.

In the case of water pollution to comply with the State Water Protection Plan (Official Gazette 8 / 99),
According to the Water Act and State plan to protect water protected areas and aquatic ecosystems it is necessary to implement special measures of protection.

Special conditions to be followed during the execution of military exercises on the military installations in the Republic of Croatia

• prohibition of military activities in protected areas (under the Law on the Protection of Nature)
• prohibition of conducting military exercises outside training grounds
• forbidden to use aerosol bombs and missiles
• forbidden to use flammable projectiles
• forbidden to use projectiles with tracers in the summer months
• forbidden to use cassette projectiles
• forbidden to use projectiles with nuclei from depleted uranium (DU), such as A10 and other devices that use the so-called under-calibre missile
• forbidden to use materials, which cause radioactive and chemical pollution, testing of chemical warfare agents or any kind of such new assets
• abide the existing regulation of use of military training installations
• limit aviation practice at night to the maximum because of noise, and if they are necessary, it is very important to inform the public in timely manner, – according to the EU regulations and according to the Regulations on the highest permitted level of noise
• flight activity at the arrivals and departures to military training installations – corridors – set in a way to minimize the number of settlements within the corridor and in accordance with article 70 of the Law on Nature Protection (Official Gazette 70/05)

In the case of non-compliance or failing to take prescribed measures, it will be handled by the criminal or misdemeanour provisions and applicable regulations.
